Operators of permits for waste operations are required to comply with a government approved technical competence scheme. The EA requires site to have a nominated technically competent manager (TCM) on site for a specified amount of time each week.
Historically, the time requirement was calculated using the OPRA profile for the site, but this approach is no longer used so the guidance is being updated to better reflect the current approach.
